    NHBRC vs CIDB vs Trade Registration (DEL / PIRB / SAQCC)

    New South African contractors often ask "which body do I register with?" as if there is one answer. There usually is not. These three cover completely different work, and many trades need more than one.

    NHBRC is the home-builder gate. The National Home Builders Registration Council registers builders of new homes under the Housing Consumers Protection Measures Act 95 of 1998, and enrols the homes themselves so the buyer has warranty protection. If you build houses for sale or for an owner, this is the statutory one.

    CIDB is the tender gate. Registration with the Construction Industry Development Board, under the CIDB Act 38 of 2000, is what lets you bid for public-sector construction. It grades your capacity. Note that home building sits outside CIDB's core scope, yet many housing tenders still ask for a CIDB grade anyway -- so check the tender pack.

    Trade registration licenses the actual hands-on trade. Electricians register as wiremen with the Department of Employment and Labour (DEL), plumbers with the PIRB, gas practitioners with SAQCC Gas, and so on. This is what makes you legally allowed to do, sign off and certify the work.

    • Requires the underlying qualification or trade test first
    • Registration must be kept current to keep signing off

    • Building new homes? You must be registered with the NHBRC, and enrol each home. This is the statutory requirement under the Housing Consumers Protection Measures Act.
    • Chasing public-sector tenders? Get a CIDB grade. Check the current grading and tender rules at cidb.org.za, and read each tender pack -- some housing tenders ask for CIDB even though home building is outside its core scope.
    • Doing a regulated trade? Register with the body that licenses it -- DEL for electrical wiremen, PIRB for plumbers, SAQCC Gas for gas. This is what lets you sign off and certify the work.

    A builder doing housing on government contracts could legitimately need NHBRC, CIDB and a trade registration all at once. Work out which work you actually do, then register for each one that applies.
