    Bloemfontein is run by Mangaung Metropolitan Municipality, the Free State's only metro. The big recent change is the move to electronic building plan submission through a new online platform, which from 6 May 2026 takes new plan applications.     How building plan approval works here

    Building work needs plan approval under the National Building Regulations and Building Standards Act (Act 103 of 1977) and must be designed and built to the SANS 10400 standards. From 6 May 2026, Mangaung accepts new building plan applications electronically through its online plan submission platform (AFLA BPAMS), a genuine step forward for a metro long characterised by capacity constraints.

    The national process applies underneath: approval before construction, staged inspections, and an occupancy certificate at completion. Where the metro is slow to inspect, the requirement does not disappear, it waits, and it can surface years later in a dispute or insurance claim.     SSEG and solar registration

    The national SSEG registration deadline of 30 September 2026 does not skip the smaller metros. Confirm the supply authority for each property first: a stand on Eskom supply follows Eskom's registration, sign-off and fee rules (including the fee waiver to 30 September 2026 and the October 2025 DEL-person sign-off relaxation on Eskom networks), while a metro-supplied stand follows Mangaung's process.     Local by-laws to check

    Work to the SANS codes the NBR points at and the metro's published requirements. Whether you submit via the online platform, email or a counter, keep the acknowledgement, the date stamp and a copy of the full pack: in a capacity-constrained metro, dated proof of submission is your defence. On RDP and human-settlements housing, the NHBRC is the statutory gate, not local building control, though tender packs often request CIDB grading anyway, so read the conditions.

    Lodge plans through Mangaung's electronic platform via the municipality's website, and chase the occupancy certificate at completion. Confirm the supply authority, then register any solar through Mangaung or Eskom before 30 September 2026.
